Management of Transportation Systems Development: Diversity of Urban Mobility Forms in Russia

The purpose of the research is to estimate the quality of urban transport mobility on the examples of 4 cities of the Central Federal District of Russia (Kaluga, Tula, Vladimir, Yaroslavl) and give recommendations to improve the level of urban mobility. For this reason, the analysis of official statistical data, media and a survey involving the respondents from four cities of the Central Federal District of Russia was conducted. Three main blocks of questions were formed to collect and compare both official statistical data and data gathered via a survey: 1 – transport infrastructure; 2 – usage of various modes of transport (intermodality); 3 – modern technologies. After that two indexes of quality of urban mobility, based on official statistical data and results of the survey, were made. Hypothesis of the research was confirmed: “The higher quality of urban transport mobility, according to indicators based on official statistical data, matches more positive perception of urban transportation quality.” In addition, it was proved that the public transport is the priority of development of local transportation systems in the cities of Russia. However, the development of alternative means of transport (taxi, carsharing, bicycle) in the cities should be supported.
