Local Referendum in the System of Municipal Democracy

As part of this master's qualification work, a study was conducted on the institute of local referendum in Russia. Legal and technical problems associated with initiation and holding a local referendum were found, and practical recommendations were given to eliminate them. The work consists of introduction, two chapters and conclusion. In the Introduction, the relevance of the topic is substantiated, the goals and objectives are set, the object and subject of research are determined, the scientific novelty is described. The purpose of this work is to study the constitutional legal foundations of a local referendum, the practical application of local referendum legislation, and the study of problematic aspects in this area using the example of local referendums held in Krasnodar. The tasks are defined as follows: 1) Determination of the place, the role of the local referendum in the system of municipal legislation; 2) Determination of the stages of the local referendum; 3) Identification of the problems of implementing a local referendum on the example of the Krasnodar; 4) Identification of ways to improve the institute of local referendum in the Krasnodar. The first chapter discusses the theoretical and legal basis of the issue under study, provides international experience. The second chapter discusses the place and role of the subject of the Russian Federation in the matter of holding a local referendum in Russia. Detailed information on the example of the Krasnodar. Problem aspects of the process are detected. Practical recommendations are given on eliminating legal and technical problems in the process of initiating and conducting a local referendum. In conclusion, the conclusion about the practical significance of the work. Determined the degree of achievement of the tasks. Job supplemented by applications.
