The Research of Youth Policy Implementation in Russia: the Case of Saint Petersburg

The paper is devoted to the research of youth policy and law regulation in the Russian Federation and its regions, especially in Saint Petersburg. The main purpose of the study is to investigate the sphere of youth policy in Russia, its main courses and trends, and examine its efficiency on social groups. Methodology of the research includes a literature review, which is able to help with observing the aspects of youth policy realization. Moreover, it is also important to explore foreign models of youth policy implementation (first of all, in Europe). Besides, regard to the practical part of the study, it is decided to analyze the share and dynamics of government spending on youth policy. Furthermore, it is interesting to review youth policy indicators and construct the index of youth policy development in Russia. In addition, to be involved in this sphere, it is important to understand the behavioral pattern of major actors in the city. That is why it was planned to conduct a number of in-depth interviews with various actors involved in youth policy such as committee workers, youth leaders and youth government members. Based on the results, it is possible to construct a complex of recommendations regarding the regulation processes in youth policy and methods of its optimization, due to the needs of young people.
