Improving of Medical Services Using the Implementation of the Telemedicine Technologies in Russian Federation

In recent years electronic health care services and ICT are implemented in all areas of public administration including health care. Telemedicine is one of the tools for health care informatization and improvement of a medical services delivery. Despite wide implementation of these technologies in the world, Russian health care system use telemedicine only for healthcare professionals’ communication, while remote doctor-patient relations are not developed. As far as informatization of Russian regions is uneven, this research is focused on Saint-Petersburg since it is one of regions with high level of ICT development. The core goal of this study is to create a set of recommendations for administrative bodies in the field of telemedicine development to improve health care system in Saint-Petersburg and in Russia. In order to achieve the research goal, the concept of telemedicine is studied, current state of telemedicine development in foreign countries and in Russia, especially Saint-Petersburg, is analyzed. On the base of this analysis the project of remote doctor-patient interaction is created. Afterwards, the cost-benefit analysis is conducted. As a result of this study, a list of recommendations for improvement of Saint-Petersburg and Russian health care system is developed.
