THE EFFECTIVENESS OF THE IMPLEMENTATION OF INFORMATION TECHNOLOGIES IN PUBLIC PROCUREMENT In modern Russia the question of effective spending of budgetary funds, while providing the complete satisfaction of the public need for goods, works and services is important more than ever. Within the framework of the policy of gradual "digitalization" of the economy and the public procurement system outlined by the country's leadership, increase of transparency and ease of participation in electronic bidding procedures becomes the question of particular importance. At the same time, quite contradictory opinions about the introduction of information technology as a factor in improving the efficiency of public procurement and the need to further expand its scope appeared among the theorists and practitioners in the field of procurement for public needs there were. The above circumstances determine the relevance of the chosen research topic. The purpose of this study is to systematize the positive and negative aspects of the use of information technologies in public procurement, as well as to assess the effectiveness of the introduction of information technologies. To implement the objectives of the study it is in need to solve the following tasks: - to analyze the legal regulation and practice of subjects’ participation in public procurement using the selected indicators; - to study the regulatory and methodological framework of assessing and improving the efficiency of public procurement; - to assess the effectiveness of the procurement method of electronic auction in St. Petersburg; - to consider changes in the costs of the state and municipal budget before the adoption of the 44-FZ and after the Federal law № 94 has lost its force; - to develop an action plan to address the problems of public procurement.
