The study is devoted to the analysis of EU research policy and its impact on the innovation development of the member states. The relevance of the study is due to the fact that at the modern stage of development, scientific research and innovation play a key role in the formation of a new model of economic growth based on knowledge and innovation. The EU, which is interested in building an innovative economy, supports member states in achieving this goal, including through research and technology policy instruments. Considering the fact that this process is taking place under different national scientific and technological capabilities, not all member countries benefit significantly from participation in the EU Framework Programmes for Research and Innovation. The reason lies in the combination of factors at both the national and European levels that determine the development of EU research policy.
