Effective Сontract as a Tool for Improving the System of Higher Education

As a result of introduction of the effective contract in higher education institutions requirements to the professional level of employees, to their pedagogical and scientific results become tougher. It led to emergence of internal contradictions, conflict situations between the management and the staff of higher education institution and to decrease efficiency of activity of establishment. The purpose of this work is: to reveal mechanisms of realization of personnel potential among the ambitious staff of the highest educational institution taking into account their functional preferences. In this work the hypothesis is made: at introduction of the effective contract take place to be the disagreements connected with insufficient knowledge of professor of new requirements, opportunities of professional growth, personal and material motivation according to criteria estimation. Only at comprehensive approach to a question of successful introduction of the effective contract based on organizational processes of full interaction of the leading structure and teachers taking into account functional advantages and the personnel potential having professional competences and strong personal motivation, the effective contract will become the instrument of improvement of a higher educational institution fully. Degree of readiness of a research shows existence of many unresolved problems of the methodological and organizational plan. It is connected, first of all with defects in recruiting processes, in certain cases with lack of a system of the relevant assessment of candidates for pedagogical positions and distributions of their functional duties based on personal and professional motivation. The novelty and the practical importance of the offered analytical research is caused not only the arisen difficulties at introduction of the effective contract, but also identification of weak areas in the course of its realization. The recommendations offered in work can be useful not only for the studied institutions, but also for updating of both internal, and external management decisions.
