Personnel Policy Influence on State and Private Management Organizations Efficiency (on Example of Moscow)

The paper analyzes the main factors that describe economic activities of state and private management organizations of Moscow in sphere of utilities from the point of personnel policy and utility-services quality concerning apartment buildings residents. Using survey and interviews data from work staff employed in the Moscow management organizations, as well as personnel documentation analysis results and utility-services-consumers survey data there has been done a performance evaluation of the personnel policy key-features inherent in public and private management organizations, taking into account quality of providing utility-services and attempts to minimize financial costs by hiring low-skilled foreign migrants. As a result, there has been revealed a correlation between the current factors of management organizations personnel policy realization and quality of providing utility-services that has to be evaluated from the point of statistical significance, based on additional researches and mathematical data-analysis.
