Improving the State Policy for Professional Retraining of Pre- Retirement Age Citizens in Russia

Pre-retirement age is a fairly new concept in Russian practice, which is why there is currently a shortage of studies offering measures to improve the state policy in the field of pensions associated with pre-pensioners. The transition to retirement is a period from working age to incapacity for work, accompanied by certain benefits from the state. The aim of this study is the development of proposals to improve the state policy on professional retraining of pre-retirement age citizens in Russia. The first chapter considers the concept of pre-retirement age in Russia and abroad; studies the connection between pre-pensioners and creative industries, and offers management solutions in working with citizens of pre-retirement age on the basis of domestic and foreign experience. The second chapter assesses the effectiveness of implementing creative online courses in a special program of vocational training and additional education of pre-retirement age citizens in Russia based on statistical data. Besides, options for employing pre-pensioners after retraining courses are considered in the second part of the research. In the end of the study, there are some recommendations to the public authorities, which can help to improve modern policy in the field of pension provision, especially with the citizens of pre-retirement age.
