Great interest in research in public administration today is the theory of public service motivation (PSM). However, in Russia, PSM studies in law enforcement are not common due to the fact that this system is rather closed to ordinary researchers.

Although there are a number of studies on PSM and job satisfaction, scientists argue that the amount of empirical research is not enough, and for some basic reasons there is no consensus.

Law enforcement officers often must sacrifice their personal well-being in order to protect the public while on duty. If so, it is reasonable to expect strong links between the PSM and the public safety professions.

Given the challenges facing our country, in our communities now, more than ever, highly skilled law enforcement officers are required. Motivated employees are the most important elements of the long-term success of law enforcement. Properly motivated employees are crucial to ensuring the safety of society. The performance of individual employees is the key to law enforcement effectiveness. Understanding what motivates people to hold positions in government organizations is key to recruiting and retaining law enforcement officers.
