Work is devoted to one of key, today, mechanisms of improvement of a system of government procurement – to development of a system of electronic procurement. The research problem consists in comparison of two aspects, on the one hand mass introduction of electronic procurement, and on the other hand imperfection of the legislative base which would allow to introduce the system of electronic government procurement effectively Analyzing the system of purchases and very rapidly changing rules of the electronic government procurement which are quickly entered into practice of changes in a system both government procurement in general and electronic government procurement barriers and drivers of the existing ways of implementation of electronic government procurement in Perm Krai were revealed, and recommendations about improvement of a system of electronic government procurement in general which at introduction will promote improvement of a system are developed.
