State-Public Administration in the Activities of Governing Councils in Secondary Schools

This paper reflects the theoretical and practical aspects of the activities of the governing boards of educational organizations. The first chapter is supposed to highlight the legal basis of the governing councils and describe the foreign and Russian experience of the governing councils. In the second chapter, it is intended to characterize the situation, assess the activities of the governing councils and identify barriers hindering the operation of the governing councils. In the third chapter, it is supposed to carry out the adjustment of local regulatory acts of state-public administration and to determine the motivation of the head of the educational organization and other participants of the educational process. On the basis of the work done, the author draws up her own recommendations for the development of state-public administration through the governing councils.
