Improving the System of Declaring: the Case of Replacing Municipal Offices

The paper examines changes in federal law, which is connected the new powers of the Governor on the Perm region to receive of reporting incomes, expenses, property and property obligations and validation and completeness of data report incomes of persons replacing municipal positions. In particular, normative legal acts, regulating anti-corruption declaration in the Russian Federation analyzed the order of presentation and filling of reporting incomes, expenses, property and property obligations studied. The analysis of the regulatory support of the anti-corruption declaration of persons replacing municipal offices was carried out, including the system for reporting incomes in the Perm region. Based on an interview with the head of the department for the prevention of corruption and other offenses of the Civil Service Department and the Prevention of Corruption of the Administration of the Governor of the Perm region, the main problems of declaring income information, as well as the reasons for their occurrence, are identified. As a result of the conducted research was developed the draft law of the Perm region on amending the existing regional anti-corruption legislation, which has established a new procedure of reporting incomes. The system has an authorized local government body in the territory of a municipal district or city okrug, whose authority will include the reception and analysis of the above information from persons replacing municipal posts. Based on the changes in this legislation, a new model of the anti-corruption declaration system for persons replacing municipal posts has been presented. In particular, the main functions of the subjects of the declaration system have been considered.
