The system of urban planning regulation is the basis for sustainable development of territories, that is, in fact, it provides safe and favourable conditions for human activity. Today, the problem of urban planning regulation is a complex, multi-component system that includes both traditional space management tools and new innovative elements of urban planning regulation. As part of this work, the problematic aspects of the urban planning system with characteristics typical for this system are examined: weakness of the regulatory framework of urban planning activities, the relationship between urban regulation institutions, effective interaction between the participants of urban planning relations, as well as the institutional structure of the urban planning regulation system in the Perm region. In the course of the dissertation research, new tools of urban planning regulation are proposed a “road map” was developed to improve the system, as well as mechanisms for its implementation.
