The Prosecutor's Supervision over the Observance of the Rights of Entrepreneurs in the Russian Federation

In the unstable economic situation, ensuring the normal functioning of business activity is one of the most priority areas of the domestic policy of Russia. The President of the Russian Federation V. V. Putin noted that the creation of comfortable conditions for business activity largely depends on the Prosecutor's office. This work is a comprehensive study of the Prosecutor's supervision over the observance of the rights of entrepreneurs. Based on the norms of legislation, scientific doctrine and analysis of law enforcement practice, the features of the Prosecutor's supervision over the observance of the rights of business entities in various fields: in the field of antitrust legislation and legislation on state (municipal) procurement; in registration, licensing and other licensing proceedings, in the provision of state (municipal) services and support of small and medium-sized businesses; in the implementation of state control (supervision) and municipal control. Also, the author considers one of the most urgent problems of the present time - the problem of compliance with the legislation in terms of timely payment by customers of obligations under the executed state and municipal contracts, during the analysis of which the specifics of the Prosecutor's supervision in this area are determined.
