PPP Project Management in the Case of the Kyrgyz Republic

In the conditions of market economy the public-private partnership acts as the universal instrument of its development. Interaction between the state and the private sector includes variety of types, models and forms. In the modern world each state seeks to bring a condition of the infrastructure into accord with the international standards and also as much as possible to bring closer the level of its development to the level of the countries – economic leaders as effectively working infrastructure directly is connected with competitive and developed economy. Relevant is a formation and development of public-private partnership, creation of effective management process of it. Along with experience of others a camp, in the Kyrgyz Republic the only project of public-private partnership is implemented. Because there is a number of problems in management of similar projects. For this reason, it is necessary to optimize and improve process of management of PPP of projects in the Kyrgyz Republic. The research objective consists in identification and justification of features of management of PPP of projects and improvement of process of management of PPP of the Kyrgyz Republic of projects. For achievement of a goal it is necessary to carry out such tasks as: to study theoretical bases of public-private partnership; to reveal the most widespread models and forms of implementation of projects of public-private partnership; to investigate stages of implementation of projects of PPP and to increase efficiency of projects of PPP due to inclusion of noncommercial benefits in social assessment, to improve process of management of PPP of projects in the territory of the Kyrgyz Republic. Object of work is process of formation of public-private partnership in the conditions of economy of the Kyrgyz Republic. Object of research is management of the projects of public-private partnership of the Kyrgyz Republic. In introduction justification of relevance of a research is made, components of the methodological device, such as are defined: object, subject, purpose and research problems. In the chapter 1 consideration of features of a concept and essence of maintenance of public-private partnership is made; forms and models of interaction of the state and the private sector reveal; features of a condition of public-private partnership of the Kyrgyz Republic come to light. In the chapter 2 the analysis of projects of public-private partnership of the Kyrgyz Republic, as illustrative material of the revealed problems in process of management of similar projects is carried out. In the chapter 3 the main barriers of development of the mechanism of state-private partnership in the Kyrgyz Republic come to light and advanced process of management of PPP of projects is offered and also noncommercial benefits from implementation of the project of PPP of the toll bypass road come to light. In the conclusion the main conclusions according to three chapters of the master thesis are noted, results of the tasks set for performance of work are noted.
