GR Practices of Buisiness and State Interactions: the Case of Meat Producers

The aim of the study is to identify the structure of relationships and decision-making of the state and business in a competitive sector of the economy in Russia by the example of meat producers. The study found that the dominant GR-strategy for meat producers is the cooperation of forces for direct organized and consolidated representation of interests in government bodies through expert and informational lobbyism. In order to promote their interests at the level of federal laws and orders of state authorities, groups of interests need consolidation between different players. At the regional level, companies seek to improve / change law enforcement when interacting with regional authorities. Selected large companies in the industry receive more benefits and subsidies than smaller players. This is possible thanks to personal connections and successful communication with the authorities. The study made it possible to assume that this is how the relationship between business and the state looks in a competitive sector of the economy. The study of lobbying in Russia allows political scientists to better understand how the Russian state functions, what role interest groups play in the decision-making process, and how these relationships will develop.
