Political Decision-Making in District Councils in Moscow after the Elections in 2017

During the study of local regimes in the municipal districts of Moscow, where a qualitatively new composition of municipal deputies was formed, in-depth interviews with deputies were analyzed, as well as necessary information from open sources based on the results of the election campaign in 2017. Conducting this study allowed to determine the level of real cohesion of independent deputies, the distribution of forces in the Councils of Deputies and to identify the impact of these parameters on the level of cooperation or opposition of the representative body with the executive authority. The hypothesis was confirmed: the stability of the coalition of independent deputies at the stage of the election campaign further leads to a greater degree of autonomy of this coalition within the local regime.
