The Strategies of Interaction Between the Leader and Bureaucracy in the Conditions of Tramsformation of the Political Regime in Turkey (2002-2018)

In this paper, an attempt was made to analyze the main strategies of interaction of the political leader with the bureaucracy in the context of the transformation of the political regime in Turkey from 2002 to 2018. In the course of the work, theoretical studies on the role of the bureaucracy in various political regimes and the main Incumbent strategies for retaining the loyalty of the main social groups were studied. As part of the practical part, we conducted a comparative analysis of 4 terms of R. Erdogan’s reign (as Prime Minister and President) and identified the main strategies of the political leader in Turkey. During the empirical analysis, we revealed that political leader R. Erdogan used two strategies during his reign as prime minister and president: the strategy of “repression” and “co-optation”; however, the peculiarity of the Turkish case is that the mechanisms of the above strategies are directed to more to the military and judicial bureaucracy, as historically these segments not only participated in political decision-making, but also directly coordinated the situation in the country. Nevertheless, the use of such strategies allowed the political leader to retain his own power and increase loyalty, and as a result, to transform the political system.
