Currently, tourism plays an important role in the socio-economic development of cities in Russia and the regions. Regional economic development programs demonstrate the important role of tourism development. The manifestation of great interest in such an industry as tourism at the federal level becomes the reason for its development in the regions of Russia where all municipal organizations are involved. Thus, the Government of the Russian Federation of April 15, 2014 No. 317 approved the state program of the Russian Federation “Development of Culture and Tourism” for 2013–2020. (Decree of the Government of the Russian Federation, 2018) The government of St. Petersburg, Nizhny Novgorod, Kaliningrad, Kazan, Novosibirsk, Krasnodar, Tyumen, Irkutsk, Yekaterinburg, Samara, Rostov-on-Don has developed a state program for the development of tourism in Russia. In the existing Russian realities, the challenge is to achieve a balance of interests between the socioeconomic efficiency of the state and the commercial expectations of private capital. The need to find an approach to the multivariate evaluation of the investment project in the network hotel business predetermines the scientific relevance of this study. The goal of this work is to create a strategic business planning methodology for the Russian hotel chain under the brands of international hotel operators. A general observation of the hotel services market in cities and regions of Russia, a statistical analysis and a qualitative approach will be used to find an approach to the multi-factor evaluation of an investment project in the Russian hotel business. The main methodological basis will be the international standard for management reporting in the hospitality industry, called the Unified System of Accounts for the Hotel Business (USALI), and recommendations for evaluating the effectiveness of investment projects called the United Nations Industrial Development Organization (UNIDO). Using these techniques, a consolidated budget will be developed for the construction of a regional hotel chain.
