The Economic Expansion of the Territorial Development Documents Formation for Urban Agglomerations According to Modern Public Space Formation Approaches

The object of this paper is the justification public spaces in urban agglomerations formation and the making practical recommendations on the spatial planning documents. Within the framework of the research, theoretical and methodological as well as institutional aspects of spatial planning were considered. The imperfections of the Russian legislation in the field of urban planning and the formation of public spaces were revealed according to the content-analysis. As part of the work, the spatial planning documents of cities — the cores of the largest agglomerations were analyzed in order to identify their development trends and determine the role of public spaces in it by applying the content analysis method using the MAXQDA data qualitative analysis program. Moreover, forecast for the development of open public spaces in the administrative districts of St. Petersburg and the Leningrad Region was made as well as the current state of these public spaces was analyzed. As a result of the study, a roadmap was drawn up for the distribution of new public sub-centers of the agglomeration by locating open public spaces taking into account the projected population size and target indicators of the areas of citywide green areas. The results of the research can be applied by the Economic Policy and Strategic Planning Committee of St. Petersburg as well as consulting companies in the field of spatial planning.
