Competition Determinants in Public Procurement of Petroleum Products

The paper is devoted to the research of the public procurement market in Russia. The purpose of the study is to determine the main factors that influence the price outcomes in the contract system of public procurement. The study carried out a statistical analysis, as well as market analysis in terms of the structure and degree of monopolization and concentration. The sample is a set of gasoline procurement (95 RON), carried out in the Republic of Crimea and the Nizhny Novgorod region from September 2014 to March 2018 according to the law of the Federal Law-44. The data is collected based on information provided by the united procurement information system. The paper also describes the factors, the presence of which contributes to the restriction of competition in the market. The test of the influence of competition determinants is made by using regression analysis (the least squares method is used). The study revealed that there are structural changes in the model, and therefore the models for each region are analyzed separately. The results of the regression analysis indicate that the factors determining competition in the regions are different, excluding the key factor - the number of participants in procurement.
