The Strategies of Reforming Civil-Military Realtions: the Case of Latin American and African Countries During the Third Wave of Democratization

This paper is dedicated to studying the causes of differences in civil-military relations between the Latin American and African countries. Despite the similar context of rather low economic development levels and traditions of military interventions in politics, the Latin American military has been put under effective civil control and their activities are limited to the classical security tasks, while the armed forces of African countries are still undertaking coups attempts and participate in politics on their own terms. Methods of the Most Similar Different Outcome and comparative case-study of Ghana and Nigeria are used in this paper to answer the question of why the military is an important political power in the African countries.
