Moscow Waste Crisis of 2017-2018: Alternative Policy Instruments for Integrated Waste Management

Abstract The problem of waste management exists in Russia for a long time. Even during Soviet Union, the management of waste was not efficient. However, recent trends in waste generation pose a real threat to urban areas like Moscow Region. Nowadays, Moscow is not able to deal with the amount of waste produced. As a result, there are many economic, social and environmental issues arising from waste. For their solution there is a need for alternative policy instruments. This paper aims to analyze current trends in other countries and find alternative solution for Moscow. For this purpose, there will be analysis of the EU policy instruments. In addition to this, case study of Slovenia will be studied to find specific instruments for Moscow case. In the concluding part, there will be a discussion of the applicable policy instruments for the development of waste management in Moscow.
