Automation of State Control (Supervision) and Municipal Control in the Russian Federation as a Guarantee of Reducing the Risks of Entrepreneurial Activity

This paper presents arguments regarding the effectiveness of the creation and actual operation of state control (supervision) and municipal control automation tools in the Russian Federation, examines the impact of such automation on business activities and risks. Recommendations were also made for changing and implementing the legislation of the state control (supervision) automation. The concepts of control are considered and it is found that at the moment these concepts are used in the legislation chaotically and do not allow making precise distinctions between them, and this is the reason for the constant joint use of these concepts: “control (supervision)”. A general definition of “automation of state control (supervision) and municipal control” is proposed. From the studied automation tools, a key information system has been identified, the implementation of which will automate the entire process of control and supervisory activities - the information system “Typical cloud solution for the automation of control (supervisory) activity”. The current information systems, electronic resources, software have a positive impact on legal entities and entrepreneurs: 1) A reduction in the administrative burden on legal entities and individual entrepreneurs has been achieved; 2) The number of inspections conducted by the authorities is significantly reduced; 3) With creation publicly available information resources, citizens, legal entities and individual entrepreneurs have opportunities to check counterparties; 4) Time costs of business entrepreneurs for administrative actions are reduced.
