The study reveals what does Russian torture prevention system consist of and how does the policy transfer occur in this field on the example of the European Court of Human Rights judgments and the practice of the Public Oversight Commissions. The data was acquired through a half year internship in the human rights organization Committee Against Torture and numerous interviews with its employees.
