Resilience Concept Implementation in the Territorial Planning of Social and Economic Development in the Russian Federation

Nowadays cities operate in conditions of high uncertainty and instability. They face various challenges which strongly influence urban systems’ productivity and surrounding environment. Scholars in the field of urban studies notice that today there is a direction change in approaches to urban development designing. According to the 11th Sustainable Development Goal inclusive, sustainable and resilient cities building is one of the most significant aspect of the society development process. Several years ago, researchers from the USA and Europe began to develop new concept which is known as resilience concept. The resilience concept is still unexplored in Russia despite the fact that Russian cities constantly face adverse impact from surrounding environment and as a result it leads to socio-economic and ecological decline. In the presented research it is assumed that resilience concept implementation in Russia will stimulate urban development in the direction of sustainability and resistance to sudden disorders enforcement. The main research goal is to determine if Russian largest cities and their systems are resilient to chronic stresses and to acute shocks. In order to gain it we examined theoretical materials on resilience concept, identified its key features, definitions and instruments of implementation. In the frame of the practical part of the work presented City Resilience Index for the largest cities in the Russian Federation was developed and calculated based on the OECD, UN-Habitat, Rockefeller Foundation recommendations for the time period from 2008 to 2017. In accordance with results received recommendations for public authorities on appropriate resilience concept implementation in the system of the social and economic development planning for urban areas in the Russian Federation were formulated.
