Challenges of Low-Carbon Energy Transition Policy in Russia: 2008-2018

The thesis provides a description of the Russian energy policy in the context of the global energy transition. Russia, being the top fifth emitter of GHG emissions, adherents to the strategy “business as usual” and relies on fossil fuels. Decarbonization of the energy sector is not yet on the agenda of Russian policymakers: a skeptical attitude towards global warming is still taking place among stakeholders. GDP energy intensity remains high, constrained by relatively low energy prices and high capital costs. The share of renewable energy in the whole energy balance of the country is not expected to exceed 1% by 2040. The challenge for Russia in the coming years is to develop a new strategy for energy sector development. In this paper, international experiences will be analyzed in order to suggest ways to start decarbonizing the economy while keeping the role of fossil fuel producer.
