Development of a Method to Assess the Quality of City Environment for Certain Areas for Certain Districts of Moscow City

This work analyses the concept of urban environment in such areas as: architecture, urban planning, sociology, cultural studies, economics, and psychology. It identified methods and techniques of research in the urban environment used by specialists in these areas, and what contribution each of them makes to understanding of such an integrated and comprehensive concept as urban environment. A link was established between the cities "master plan", methods and ways of its implementation, and how they affect the urban environment. The "city plan" is often implemented via government initiatives and national projects. This work suggests an Index, which assesses the urban environment by three main characteristics: physical, socio-economic, as the content of this physical environment created by the activity of city residents or its separate part, psychological - how an urban dweller perceives the environment through his senses and mind. The evaluation criterias for each of these components are based on the contributions of the sciences studying the urban environment.
