Implementation of Open Competition in Electronic Form within the Contract System and its Impact on the Main Parameters of Procurement Activities

There were significant changes in the public procurement contract system because of the Federal law "On amendments to the Federal law "On the contract system in the field of procurement of goods, works, services for state and municipal needs" dated 31.12.2017 № 504-FZ that went into effect. The main innovations relate to the conversion of procurement into electronic form. From January 01, 2019 an open competition, a competition with limited participation, a two-stage competition, a request for quotations, a request for proposals and some closed competitive procedures became electronic. It is assumed that e-procurement should become a more convenient procurement tool, both for customers and potential suppliers, due to the reduction of time costs for the preparation of documents, a more convenient form of filing applications, etc. The relevance of this work is due to the need to study how the participants of the state order cope with new responsibilities, and how the introduction of electronic procurement forms has affected their main procurement activities. The aim of this work is to study the impact of the use of a new method of procurement – open competition in electronic form – on various parameters of procurement activities carried out for state and municipal needs.
