Building the Effective Counterterrorism Policies in ASEAN Region: Cases of Indonesia and the Philippine through the Concept of Policy Learning

Abstract This study focuses on Karl Deutsch theory of Security Community to explain the concept of security especially among the two ASEAN countries namely, Philippines and Indonesia. The study therefore reviews the policy structure of the two countries (Philippines and Indonesia) in terms of security and came out with some probable recommendations to address the problem. The notion of Security Community was formulated by Karl Deutsch. According to Karl Deutsch, member states in a region called “Security Community” are highly unlikely to engage in wars or violence. A typical example is traced to the era of France and Germany who once upon a time were enemies in turns of policy structure on security but never triggered into serious wars as compared to other nations that had tensions.
