The Improvement of Adolescents Deviance Correction Mechanisms in the Region (the Case of Saint-Petersburg)

There are many reasons why the correction of deviant behavior among adolescents needs regulation from the government. Deviations at an early age provoke an increase in the number of juvenile drug addicts, the aggravation of the criminal situation in the country, the increase in cases of early pregnancy and the disintegration of adolescents with the education system. At the same time, fundamental researches in the field of psychology states the fact that deviant behavior at an early age provoke disconnection from the system of moral and legal norms in adulthood. As Professor of Cambridge University David Farrington said: "Saving youth from delinquency saves them from wasted life". The paper deals with analysis of policy and mechanisms aimed at providing social help to deviant adolescents in Saint Petersburg. Annually more than 200 thousand of juvenile citizens are attracted by bodies of the Ministry of Internal Affairs of Russia. There are more than 300 of adolescents in each district of Saint Petersburg who are sent to social assistance departments by decisions of Commission for Minors’ Affairs. The challenge for federal and municipal authorities is to develop a well-thought-out policy in order to protect the psychological health of children from the negative effects of external factors and ensure the proper work and effectiveness of structures that provide affordable and high-quality social assistance to adolescents. Consequently, the purpose of the study is to propose the most efficient methods to organize the social work with deviant adolescents in Saint Petersburg. The paper contains analysis of Russian and foreign social help mechanisms, as well as their positive and negative sides. The research applies a combination of theoretical and empirical research methods, including interview, case-study of different projects and calculation of efficiency of the treatment measures on the example of the Department of Social Support of Juvenile Offenders in Kalininskiy district. The recommendations proposed in the framework of this work, as well as the analysis of the best world practices aimed at improving the mechanisms of correction of deviant behavior, based on scientifically proven methods, programs and methods of interdepartmental interaction.
