Influence of Pensionary Reform on Structural Changes of Labor Market: the Case of the St. Petersburg Territorial Agglomeration

Nowadays, many countries all over the world stick to the tendency of raising the retirement age. Measure to increase retirement age is a logical reaction to the natural increase of lifetime. Group of people over 60 years is growing when number of working population decreases. Otherwise many governments are reductant to implement this measure due to its unpopularity among population. Nevertheless, the Russian government is trying to solve existing structural problems of labor market by incresing retirement age. Population's mistrust, declining solvency, problems in the health care system and other factors make Russia differ from most European countries which implemented the policy successfully. The newly formed group of pre-pensioners is experiencing difficulties with employment for several reasons, such as: lack of vacancies with suitable working conditions, especially in conditions of pendulum migration, discrimination from employers, forced unreported employment, etc. An analysis of the structure was carried out labor market and determined the degree of participation of pre-pensioners in the labor force. The retrospective dynamics analysis of pre-pensioners and pensioners of the St. Petersburg agglomeration was compiled. The structure of the population receiving pensions on the example of Kalininsky district of St. Petersburg has been compiled. A range of parameters for calculating pensions are given and a forecast of pension payment amount has been made.
