Do Place-Based Policies Work in Russia?

The Russian government designs Empowerment Zones in single-industry towns to reduce regional disparities. We use difference-in-difference strategy to identify the effects of Empowerment Zones «Gukovo» on regional outcomes. We didn’t find any positive effects on employment and gross wage growth. However, investment and manufacturing output have increased.
