Development of Tender Procedures with in Federal Procurement System in Russian Federation

In this article normative legal acts, the contract relationship regulating the sphere in Russia and also consideration of the international experience, for example, of the USA and Germany, and their Federal contract systems are considered. Work on explanation of the concepts defining the Federal contract system of the Russian Federation and its components was carried out. Deep interviews with employees of one of the bodies controlling the Federal contract system – OFAS across St. Petersburg for the purpose of identification of the most burning issues which the parties of contract relationship in the course of holding competitive procedures face were conducted and ways of their solution are proposed and also the analysis of dependence of efficiency of competitive procedures on transparency of their information support which showed that the matter needs to pay more attention is carried out, the recommendation about implementation of this task was issued.
