The urgency of the research problem is determined by the need for a massive preparation and application of the land zoning as a tool for implementing master plans for settlements. This tool not ony stimulates the development of territories that have an underused resource of the existing infrastructure, but also protects residents of the territories, whose infrastructure, in accordance with the master plan, has yet to be built, from premature use intensification. The purpose of this work is to identify problems and justify the methodological principles of preparation of zoning, as a tool for permanently balanced implementation of the city master plan and to protect the territory from developmental imbalances.
