Competition in the Implementation of Small Purchases and its Impact on the Result of Procurement

The master's thesis was performed as part of public procurement. The purpose of this study is to assess the impact of the level of competition on the result of the procurement company, and determine, based on the results of this assessment, the feasibility of combining lots that predetermine a decrease in the level of competition in the procurement process due to consolidation of orders. The information base of this study consisted of regulatory legal acts (federal laws, decrees of the President of the Russian Federation, decrees of the Government of the Russian Federation); scientific articles and research literature; comments of authorities and legal advisers on federal laws; guidelines on the implementation of procurement procedures. The main research methods: analysis of scientific papers on the study of competition and ways to limit it; consideration of studies, legislation, information provided in the STA (single trade aggregator); comparison of theoretical data and data obtained in the course of reviewing the practice of purchasing stationery. The research part is aimed at assessing the impact of purchasing conditions on the level of competition and the result of the procedure using the example of purchasing a simple, homogeneous product (office) in 2018-2019. Using data from STA and certain procurement indicators, collecting information on notices and concluded contracts, structuring it and conducting statistical modeling, conclusions were drawn on the most significant factors attracting suppliers to procurement sessions, as well as optimal procurement conditions for an effective procedure in accordance with the objectives. state customer.
