Translation of Innovations as Part of the State Policy on the Development of the Tertiary Sector in the Regions of the Nort-West Federal District of Russia

Abstract: In economically developed countries, the total contribution of service industries to gross domestic product is significantly higher than the contribution of industrial production and according to the world Bank is about 70-80% of the total GDP. In addition, the sectors of the tertiary sector make a significant contribution to the socio-economic development of all countries and regions, as well as the world community as a whole. The predominance of the tertiary sector in the economy of developed countries and territories, the variety of forms of services, as well as socio-economic imbalances in the formation of the intangible sphere cause the identification of new approaches to clustering subjects based on the level of their post-industrial development. Despite the leading role in the economy and the wide spread of the sphere of intangible production, there are quite a number of problems impeding the sustainable and dynamic development of sectors of the tertiary sector, such trends are supported by the analysis of strategies and concepts of socio-economic development of the subjects of the North-Western Federal district of Russia. In this regard, a promising direction for further stimulation of the service sector are the mechanisms of translation of innovations in the framework of the state policy of development of the tertiary sector. A successful example of the translation of innovations in foreign practice is the creation of centers of integrated interaction between the state, science and business, which on the basis of their cooperation allow not only to generate innovations, but also to transfer innovations to various sectors of the economy. Currently, the Federal level is preparing a project to create such world-class scientific and educational centers, the main task of which is the further socio-economic development of the regions of Russia.
