Justification of the Concept of Creating a Data Warehouse for Public Education

This work is devoted to the informed choice of the data warehouse concept for the product “Education” of the Department of Information Technologies of the city of Moscow. Currently, the product uses many different databases, which raises a number of problems that can only be solved by implementing a single repository. The purpose of the work is to substantiate the concept of creating a data warehouse. To achieve this goal, the following tasks will be consistently solved: • Identification of the business and IT objectives of the organization; • Creation of the list of criteria applicable to the repository; • Analysis of various data warehouse structures and DBMS for their implementation; • Development of a methodology for evaluating alternatives by experts and stakeholders; • Conducting a survey of experts and stakeholders; • Choosing the best alternative based on surveys. Using the COBIT methodology, the business and IT objectives of implementing a data warehouse were identified. They were further decomposed into specific criteria for evaluating the storage concept. In addition, criteria were assigned weights based on their importance for achieving business goals. The various data warehouse architectures and the main types of DBMS for their implementation were considered. Five alternatives for evaluation were identified and their strengths and weaknesses were described. A methodology for evaluating alternatives was developed. 7 experts with different competencies were invited. With the help of mutual evaluations of experts, weights of their assessments for each criterion were identified. To evaluate the alternatives, a scoring method with a 10-point scale was used. As a result of the assessment, the best solution was chosen - the use of a comprehensive replicable solution. Expert evaluations were checked for consistency using a coefficient of variation and showed a high degree of consistency.
