The Public FL Problem and its Solutions

The thesis is dedicated to the problem of financial literacy (FL) of the Russian population. The analytical note examines the concepts, problems and current level of FL (based on the research of the NAFI analytical center). The purpose of the thesis is to develop a tool for assessing and improving financial literacy of active users of Telegram messenger. The work examines and classifies events and tools developed and applied by those responsible for the implementation of the project "Financial Education and Financial Literacy" in the Russian Federation. In the empirical part, an analysis of mobile applications that are created in order to improve financial literacy is carried out, and arguments are made supporting the choice of the cross-platform Telegram messenger.
