Strategic planning of the development in regions of the Russian Federation are becoming increasingly relevant. The development of documents on socio-economic development is carried out by scientists and the government of the region. It is essential to involve habitants to this process. The objective is to assess the level of involvement of the inhabitants of the region in the process of developing and implementing a strategy. According to the results of the study, recommendations are given to ensure interaction of the regional authorities with the population, taking into account to the process of developing documents and monitoring their implementation by habitants.
