Sociocultural clustering of Russian and Chinese border territories as a way of forming innovative type of partnership

Cross-border cooperation between Russia and China is currently much less developed than the interstate partnership. At the same time, the intercultural interaction of two great civilizations becomes the mechanism that establishes new forms of productive dialogue. A significant innovation in this context is the formation of a cross-border sociocultural cluster. However, to solve this problem, it is necessary to conduct a comprehensive analysis of the conditions and factors of the formation of this sociocultural organization/complex as a possible mechanism for the development of an innovative type of partnership between the Russian Federation and the PRC. During the study, influencing the formation of sociocultural clusters in the Russian-Chinese border area factors were identified: the presence of creative industries, the innovative nature of regional cultures and cultural diffusion processes. The Chinese government successfully integrates tourism development in the context of attracting investment to the least developed northeastern provinces of the country. The Russian government is actively studying and using the cluster approach in the preparation of program documents, but in practice, there are problems with its implementation. The sociocultural (including tourist clusters) of the border regions of the Russian Federation and the People's Republic of China, considered in the study, demonstrated the effectiveness of the cluster approach in the development of innovative-type agglomerations.
