Measures of Maintenance of Manufacture on Affairs about Administrative Offences

The most important role of legal protection is assigned to numerous control and supervisory bodies of state power, which are engaged in the suppression of administrative offenses. Statistics show that administrative offenses are the most common illegal acts in Russia. Intensive changes in the current legislation in the field of administrative law create new gaps and conflicts for law enforcement. One of the main features of the paper is that within the framework of the research of measures to ensure proceedings concerning administrative wrongdoings are considered in the context of interrelation with administrative coercion and administrative responsibility. The study covers issues of the application effectiveness of measures to ensure proceedings concerning administrative misdemeanors, presenting clear examples and using the data from previous studies. It is expected to note some gaps in legal regulation arising in law enforcement practice related to the establishment and application of measures of ensuring proceedings on petty offense cases that affect personal non-property rights (delivery, administrative detention, drive). Our considerable contribution is to show the prime role of measures to ensure proceedings concerning administrative misdemeanors in the system of administrative coercion and to justify its independent legal significance. To resolve gaps and improve legal regulation in this area, it is necessary to study this institution of administrative law. The results of the paper may become a theoretical base for further research. Keywords: administrative proceedings, administrative tort, administrative coercion, administrative responsibility.
