This research work identifies constraints, problems and risks existing in the complex implementation of information technologies and information systems in public administration. The paper comprises a model of information circulation within the framework of interaction of citizens, organizations and the state in electronic form, it also contains an elaborated classification of categories of restrictions that hinder the systemic digitalization of state authorities and organizations. Based on the analysis of data, including the one gathered from professional officials of the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation, directly supervising the implementation of information technologies and systems in the country, the current situation and the most priority, prominent and relevant limitations in the digitalization of the Russian system of public administration are demonstrated.
