In Russia, the state sector plays a special role, in which thousands of civil servants are employed. Civil servants implement all the tasks facing the organizations and serve the population in many areas. In this connection, improving the quality of personnel management, and, as a result, the quality of the functions performed by organizations, is one of the priority tasks of public administration. The key research problem is the analysis of personnel practices in the system of state and municipal government and their dynamics in Russia. The work identified key urgent problems of personnel management and their dynamics in the system of state and municipal authorities. The characteristic of personnel practices in the period from 2015 to 2018 in the authorities at various levels and their compliance with the main problems in personnel management are presented.
