Digitalization of the Health Industry: New Challenges, Problems and Their Solutions

This research is devoted to the process of the Health Industry digital transformation in Russia. Nowadays, this process is in transition period. Many objectives from the original plan still remain unresolved, and a new direction of development cannot be precisely determined, because there is no consensus on some fundamental issues between government agencies and the medical community. In recent years, discussions on issues of healthcare digitalization have become increasingly frequent. Also the the Ministry of Health of Russia expresses its willingness to consider any proposals. All this confirms the relevance of research in this area and the importance of developing recommendations and suggestions. Thus, the problem of this study was to answer the question of how to improve the efficiency of the healthcare digitalization process in Russia. The goal was to analyze the current state of digitalization of the healthcare system and its prospects for changing and introducing new digital technologies, as well as to develop recommendations on the Health Industry digitalization process in Russia. To achieve this goal a number of tasks were completed: the main theoretical aspects were studied; the projects and laws that determine the direction of the health industry digitalization were examined; a critical analysis of the current situation was carried out; the opinions of various experts were studied and the possibilities for introducing new technologies were noted. Also, the main problems that hinder the process of digital transformation of health care and their causes were identified. As the main result of the study, recommendations and suggestions were formulated. The analysis and recommendations developed can be used by the Ministry of Health of Russia for creating future orders. The medical community may be interested in the new vision of the EGISZ architecture with a modular structure that has not been actively proposed before.
