Effectiveness Evaluation of the Heat Supply Organization in the Municipality

The heat supply sphere is significant both in terms of production aspects and as the sub-sector of the housing and communal services of the Russian Federation. The main goal of this paper is to study the organization of heat supply in municipalities on the example of the Komsomolsk city, Ivanovo region, and the development of practical recommendations for improving the effectiveness of heat supply organizing in the territory of the chosen municipality. This work was divided into three chapters. The first chapter explored the basic concepts and regulatory framework of heat supply sphere. Four effectiveness criteria were also identified, on the basis of which in the second chapter the effectiveness analysis of the heat supply organization in the Komsomolsk city was made. So, the participants of the heat supply system were analyzed - the heat source (the boiler house of the branch «Ivanovskiye CPP») and the heat supply company (LLC «Teplovik»). In addition, the rationality of the local authorities’ actions and the economic feasibility of decisions made by the tariff regulation authority, as well as the condition of the thermal grid infrastructure were analyzed. The analysis made revealed that none of the selected effectiveness criteria is carried out in the territory of the chosen municipality, that negatively affects the effectiveness of heat supply organization. Thus, in the third part of this work 4 options were proposed for improving the organization of heat supply in the Komsomolsk city, analysis of which showed that the best option for the analyzed city is to transfer ETO status to a heat source by local authorities with transfer the heat networks to pay off receivables from LLC «Teplovik», which will allow the branch «Ivanovskie PGU» to continue its activities in the face of both the source of thermal energy and the heat supply company.
