This work is devoted to the study of the tools that contribute to economic growth. More specifically, the research paper is based on the example of the implementation of Special Economic zone (SEZs) projects. The purpose of the work is to identify the factors contributing to the development of the SEZ in Russia. The study consists of three parts. The first part is devoted to the explanation of the theories used in the description of economic development. The second part is devoted to a general description of the SEZ, as well as the history of the emergence of special economic zones in Russia, their specificity and analysis of the alleged causes of the ineffective functioning of these zones in Russia. The third part contains a description of the method of data collection and analysis, as well as the results of an empirical study. The hypothesis is tested using the qualitative comparative analysis (csQCA) method in 35 cases. General conclusions on the work will be made in the conclusion.
