Digital Communications of Executive Bodies of State Power with Citizens on the Example of the Moscow Government

Moscow, as one of the world's largest megacities, seeks to develop in the paradigm of «smart city» which is impossible without openness in the activities of public authorities, in particular the Government of Moscow. Changing the paradigm of public urban management in the concept of smart city implies creating conditions for active participation of citizens in the dialogue with the authorities, as well as the creation of various forms of control over the activities of the Government. But do the current digital channels of communication of the Moscow Government allow to build partnerships with citizens, according to the principles of e-democracy and a smart city? The problem of the study is that the residents of Moscow from 18 to 25 have a low motivation to participate in online referendums, despite the availability of existing technologies of e-democracy.
