How have political debates impacted the evolution of modern German energy? This paper explores how political debates instigated by a grassroots environmentalist movement and exogenous shocks led to the adoption of the Energiewende as the official German energy policy. This paper also explores how the polarization of German politics in the last four years has led to contentious political debate, legislative gridlock, and a lack of new comprehensive legislation and policies.
